When the agency accepts your quote, it becomes an order with the same lines. Confirm it, and attach your invoice. Only you and the agency can open the invoice.

Every vest is registered by lot and serial in ArmorTrack, and registering a lot starts each unit's chain of custody.
03 Ship by serial 0:21
Ship the serials against the order lines, with tracking. Each serial is tied to its line.

When the agency receives it, the order shows delivered. From then on you see that it was received, never who wears it or where. There are no payments in the platform.
